If you're referring to Jieyang City in eastern Guangdong Province, the place is too far away from Shenzhen to travel to by taxi. By long distance bus it is a trip of about 4 hours. If you want to, you can probably hire a car and a driver to take you from Shenzhen to Jieyang, especially there are a few of you and the cost can be shared, but that's not the conventional way to go. Other ways to travel from Shenzhen to Jieyang include bus, train, and maybe flight (to Shantou and then go from there).

As for Lihu in Jieyang, with no characters it is hard to determine your exact destination. There is a Lihu Township (Lihu Zheng, ???), which is located about 55 km southwest of Jieyang. This is acdtually in Puning City. Puning City is a lower-level city adminstered by Jieyang City, so one may say that Puning is part of Jieyang. But we're not sure if this is the place you're traveling to. In any event, the Lihu townshipo mentioned above is about 15 km west of Puning and Puning is approximately 40 km southwest of Jieyang.

You should be able to find Jieyang-bound long distance buses at Luohu Bus Station (Luohu Keyun Zhan). There should be a number of departures during the day. Travel distance is 350 km. After you arrive in Jieyang, you then take a local bus to go to your final destination. Maybe you can then hire a taxi. It is still long distance out of town, so it will cost you and it will take some negotiation with the taxi driver.

If Lihu in Puning mentioned above is indeed your destination, going to Puning will get you closer to your destination. There are buses that go from Shenzhen to Puning, but we're not sure if there are such buses at Luohu Bus Station. There seem to be buses that go to Puning at Huanggang Bus Station, which is also on the border with Hong Kong and a few km west of Luohu. There may only be three or so departures for Puning during the day. Don't know if this is worth the trouble. The train that goes from Shenzhen departs about 3:00 pm and arrive in Jieyang after 10:00. Distance covered is 500 km. So this is a longer way to go and the arrival time, at night, is not good.

Shantou Airport is 70-100 km from where you're going. There are flights from Hong Kong and Guangzhou to Shantou Airport, but then you need to arrange local transportation to get to your final destination.
