Your best bet would be south China, especially the area around Guangzhou - Humen, Dongguan, Foshan, Shenzhen and Guangzhou itself. There are clothing factories in the region, so the prices are not far off if you buy from the right parties. Secondly, due to the easy access to the outside world from here (especially proximity to Hong Kong), clothes made here are update to date with regard to fashion. Thirdly, the places mentioned above are very close to one another, which you can reach easily by coach or train.

There are some other cities in China where you can find large clothing markets - Shanghai, Beijing, etc., but many shop-owners there buy there goods from south China. Also, situations with some markets have changed. For example, Qipulu in Shanghai used to be a major distribution center, but the markets there seem to have declined and some buildings are being torn down.
